Hari Karjalainen, an expert from Finland within the framework of the Twinning project “Strengthening the capacities for effective implementation of European legislation in the field of nature protection” carried out the activities of the IV Component project entitled: Further transposition and strengthening of the administrative capacities for implementation of the nature protection legislation.

The purpose of his mission, on March 25-29, 2019, was to assess the capacity of the administrations of the protected areas for their management, in accordance with the requirements of the EU directives on habitats and birds. The expert conducted interviews with the personnel of NP Pelister, NP Galichica and the Municipality of Resen as the manager of the Nature Monument – Prespa Lake and the Nature Park – Ezerani.
The interviews were conducted through a suitable questionnaire, and data from the METT analysis was also used to evaluate the efficiency in the management of the specified protected areas.

The expert also held a meeting with the Department of Nature at the Ministry of Environment and Spatial Planning in order to obtain guidelines for the preparation of a Report on the assessment of institutional capacities in the area of implementation of EU nature directives and nature protection legislation.
In addition to this report, the expert’s mission will help in the preparation of a set of recommendations for the organizational structure, communication, training needs, equipment, human capacity management, etc., in the direction of implementing the EU directives on nature and legislation on nature protection.
